You are level 50. What level are your (set) IOs?
Most of my sets are at 32. That way when I run a Hess on my fifties I still have the bonuses. Not that I have run a Hess in the last year and a half but that is the reason.

Mine are mostly level 50s. But then again, I don't exemp my 50's very much either.
I just created a Fire/DM tank yesterday that will be getting a number of lower level IOs, but that is mostly because the sets in question cap at 30 and 35 respectively (Eradication and Kinetic Combat)
I level most of my characters with SOs or generic IOs, so losing set bonuses on the rare occasion when I exemp doesn't bother me. It's just like when the character actually WAS that level, and I haven't run into a case where the character was unplayable yet.

But if you are using SOs at level 25 you are getting the full 33% benefit from them. If you are 50, and have SOs then exemp down to 25, you only get 24.19%. So not quite the same.
Fortunately, you do have to drop under 30 before this really starts to matter in any significant way.

I came up with my own rule of thumb based on:
-Difficulty level (i.e. when you would actually need set bonuses...doubt you will need them for anything below ITF)
-Cost
-Availability level (of set bonuses, e.g. lvl 50 set bonuses only available 47 and up)
I think the following will be a nice blend of the above criteria*:
-Level 30 sets get slotted with level 30 enhancements (e.g. Basilisk's Gaze)
-Level 40 sets get slotted with level 35 enhancements
-Level 50 sets get slotted with level 40 enhacenemnts
-All slotted enhancements are slotted based on set going into the power, not the power level itself
*Purples are exempt from this of course, this is for those of us without oodles of cash (me). This also doesn't apply to proc120s (only set IO benefits that will "expire" if you go 3 levels below them)

I usually respec at level 32 into a 'final' build with level 35 sets. I find that they give me plenty of boost to each individual power, and I can get my set bonuses that much earlier to help the road to 50.
