Currently the two highest population servers are Virtue and Freedom. Overall population of the game does appear to be down at the moment, but many expect there to be quite the uptick when Going Rogue goes live.

Time of day factors into the active player count as well. Prime time for most MMO's is between 7pm to midnite Eastern time.
Villain zones tend to be less populated than Hero zones depending on the server.
Oh, and there is only one version of the game as such unlike WoW where there are currently three (Vanilla, BC, Wrath).

I definitely recommend getting the "stuff" though. I'm talking magic pack, cyborg pack, martial arts pack...FUN stuff!

could also be talking about editions like good vs evil, coh collectors, cov collectors, coh architect....list goes on but hey as ya said its all the same game 
and you can get all the add-ons from the booster packs

If the population is a concern for you, Virtue or Freedom would be a good choice.
If PvP is something you're interested in, Freedom would be a good choice.
If you're interested in role playing, Virtue is the place to go.
Protector is a great server, and those of us who "live" here love it, but it's not a big server.

Virtue and Freedom are 'fluffy'.
And yet, the folks on Protector still manage to pull off some crazy ### #### that makes the other servers pale in comparison.
thats because we are all mental patients at the same hospital.

This server's population, no matter who tells you what, is rather steady. I find it's best to liken it to a small-town mentality.
If you find the right group, you should be able to find steady teams and plenty to do.
I recommend hitting up the global channels Jello Shooters, Protector Vigilance, Protector Watch and Protector TFs to get a good finger on the pulse of what's happening here on Protector.
On other servers, I recommend chatting with them to see what they recommend.

Hey all!
I am absolutely in love with this game. I am posting this here for a quick 'active player' what's up and hello; the trial areas are straight desolate and i want to know im not subscribing to a desolate place... Advice on what version of the game most are playing would be welcome too.
