What level are you? The option to switch builds does not appear until level 10.
Level 28 and I have often wondered what the:
'Select or rename your active build'
Meant but was a bit to wiry to click it and when I asked people I know they didn't know or I was told stopping such a NooB!
(I gaver that 'NooB' means Newbie?)
But I was looking for something entitled:
'Switch Builds'
Don't worry about it, we were all NEWBS at one point.
There seem to be a lot of players that choose not to remember that they didn't know it all, at one time. Selective amnesia is a beautiful thing. We all have to be patient with new players. Without them this game will be doomed. And I for one want to see it continue for a good long time.
Also, if you are running a Mac, http://planner.cohtitan.com/planner is available to you. So you can more accurately plan your build. It's online so no download needed. You can also save your builds with it. It isn't as user friendly as the link Rangle gave you, which is the one I actually use as well.

My bad on the incorrect wording for build switching. I'm just hoping the advice I've given helps your build in the long run.

Maybe try something like this? (It is made of level 25 generic non-set IOs. Effectively SOs that never expire. Very cheap to make.)
