Going Rogue Gamestop edition: No preorder key?

You don't get early access to DP or DS with the pre-order, only with the pre-purchase. It's actually the major point of the pre-purchase.

You can get the Complete Collection Item Pack separately from the NCSoft Store after Going Rogue launches:

So really, the only thing you'd get if you pre-ordered the Gamestop Retail box would be a set of physical disks, 30 days game time, and 5 enhancements that proc below level 20.

Hopefully this is in the right forum.
Long story short, I saw the dual pistols video, remembered good times playing CoH and ambled down to Gamestop to preorder the game after seeing the online advertisement for prepurchasing. They made the preorder, but didn't have a clue what I was talking about when I asked about the preorder key to achieve the dual pistol power early. I called the game stop help desk but they stated that there are no preorder keys with the complete edition - just the retail one you get with the product.
If I understand this, I can prepruchase through NCSoft and get the powers now or prepurchase through gamestop and get the perks but not both? Or have the gamestop preorder codes not come out yet?
