Storm/Psi
I can't answer the pvp question because I haven't really done much pvp since they implemented diminishing returns and the power activation normalization, and I suspect you might get more help from the pvp forums than in the defender forums.
In terms of storm/psi farming though, in my experience it is better to forgo melee defense altogether and rely on hurricane for that. (As long as you aren't trying to tackle AVs, or foes that are +3 where their resistance to debuffs becomes an issue) hurricane will floor the to hit of most foes that can get close enough to hit you.
If you're willing to go that route, then a lot of your slotting can change to be more useful. You don't need to take kick (swap with tough although running it will require you to pay more attention to end, or keep and just remove slots) and thunderclap becomes of limited use (things won't get close enough) and can instead take telekinetic blast or will domination. You will find relying on subdue and mental blast for hard targets to be a very frustrating endeavor and will be thankful for another hard hitter. Look at changing the slotting of FR as you don't need that 6 slot melee defense and accuracy is pretty wasted in it.
If you are planning on running hurricane constantly you will obviously want to get some more end redux and defense debuff in there (Enzymes work great). I would also take the slots out of mental blast and stick them in superspeed for 3 zephyrs. The bonuses aren't as good as they were but are better than some of the bonuses you're trying to get (I'm looking at you stagger).
I don't have access to mids at the moment, but that gives you some things to start thinking about.

Psychic blast isn't an ideal set for pvp, and unfortunately there's a large difference between how you'd slot the set for pvp and pve. Smart use of storm summoning powers alone can make you a powerful force in pvp though, and psychic blast is far from the worst choice for a blast set.
I moved a lot of powers around and switched a couple things out. Gale was replaced with O2 boost, thunder clap was taken out, all of the non situational powers in psychic blast were taken, and the fighting pool was replaced with medicine pool. One problem you'll run into fast is that hurricane and world of confusion are mutually exclusive, so try to keep aware of which one should be used in which situation.
The focus is on pve survivability (so defense) but there's a significant amount of recharge in there and a small chunk of hp bonuses. It should be very sturdy in pve thanks to it being just short of soft capped ranged defense if you use a small purple. It also has enough tools at its disposal that you should be able to experiment in pvp with it. It's not going to win any pvp tournaments, but depending on your server you can most likely jump into a pvp zone and do just fine.

Here would be my suggestion of a build for you.
Instead of focusing on positional defense (which granted, is nice), you're giving up a lot in my eyes. Most importantly, damage. Not saying damage is the most important thing for a Storm/Psi, but I always find actually being able to kick someone's behind a good thing.
I still got you 32-33% Smash/Lethal/Energy/Neg defense, which means the other 4 typed powers will be slightly less (positional is still in the upper 20s for Melee/Ranged and still better than Psi's defense for AoE). However, I got you with slightly higher recharge, higher recovery, less endo/sec, higher recharge (significantly), along with actually being able to do a higher amount of damage with your powers. Also, Hurricane and World of Confusion is a bit counteractive. I think you need to take either one or the other for use. I understand using it as a set mule, but I think you can get a better power selection with something else (like telekinesis? >.>).
As a note, Freezing Rain, Snow Storm, Psychic Scream, and Psi Tornado (among other psi powers) is giving you a hefty recharge debuff for your enemies; however, -75% is the lowest you can get, which is auto capped with Psychic Scream and and of the other powers, plus it's a damage power. This is why I'd suggest taking Psychic Scream instead of Snow Storm, though you could easily do it with an ideology for taking snow storm (no reapplying, it's a toggle) instead of Psychic Scream.
The biggest two things I'd suggest is slot Tornado for damage, because it's great for AVs to have a blender. Freezing Rain should do plenty of defense debuff that you'll need, especially with the build I have made since most of the accuracy of your powers are 140% or more. Secondly, I'd suggest instead of 6 slotting Ragnarok (which is hella expensive), go with a 5 slot of it (or if you wanna be cheaper, Posi's Blast) and make the 6th slot Force Feedback's +Rech proc. Every enemy you hit with Psi tornado will have a -37.5% recharge, knockup chance, and give you a 10% chance of getting more recharge. What could be better? Note: The plus side of Posi's blast is you get a damage proc instead of more KB proc.
