Defense is largely ignored in PvP, so you should shy away from the defensive sets. Other than that, all tanking sets can tank.

I also believe that Invuln tends to be weaker in PvP than in the general game, since the benefits that it gets from Invincibility are much less without enemies saturating it. I would imagine that Willpower would be along the same lines, though it might be a bit better off.
Electric might be a good choice, but I don't PvP much.

The most recent patch improved Fiery Embrace in PVP, of all things:
- Fiery Aura Fiery Embrace will no longer cause Travel Suppression in PVP
Maybe that's nature's way of saying you should make a Fire Tanker for PVP? It's not defense-based, it doesn't rely on saturation by multiple surrounding foes, unlike Dark its heal works even if an enemy moves out of proximity (and it's a pretty good heal) and it will usually have two build-up-like powers for burst damage (Fiery Embrace and whatever the build-up equivalent is from your secondary).

Of course, the Real answer to your question is that there is no 'best'. It's all relative to your playstyle, your team, how things are slotted, and the enemy... never forget the enemy. The enemy can change everything.
Forget 'best' and pick the one that seems most fun, though a Resist set does seem in order.

Like others have said, in PvE all sets do well tanking. PvP is a different story. The best sets for PvPing on a Tanker are probably Fire, Invuln, and Elec. Willpower is kinda "meh" for PvP because it's mostly just a bag of hitpoints unless you add in Aid Self. Invuln is a little weak in this regards as well because Dull Pain is on a long recharge, but makes up for it with better resists. Shield Defense can also work if you build for a ton of Ranged Defense. If you're more serious about PvP, Super Strength is the best secondary.
Of course, this only applies to PvP.
I wanted to add that FA/SS is a beast in PVE as well, not that you'll use it for both, but Rage added to FA makes a very fun toon to play. So, it might be a good toon to dual build. Also it's pretty easy to buff up the recharge on Healing Flames.

Iv been PvPing latly and have understood how things have been comming around witht he new PvP rulse my self.
I my be remaking a old FA/SS build my self, but Elec/SS would work just as good for what your looking for.
If you want to pvp with a tank, you have to have SS, and nothing else. Perma rage makes SS better than any other secondary for tanks, period. Elec, close second is fire, and then inv. If you want to pvp with a tank (and not get farmed) stick with those choices. I don't really care too much about PvE so whichever one of those is best at PvE will be the one to go with.
If you're gonna pick FA or Elec armour you have to slot for KB. 41 KB is the magic number in pvp, anything less and doms will throw you around. Inv rocks bc of dull pain + aid self. You need to slot aid self with 4 numina's and two int reds. You don't need to slot kb for Inv. Stone prison and fossilize are the best epic for pvp tanks, a tank with an immob and fossilize makes more people whine than just about anything else in the game. Stone prison, kob, fossilize ftw. Also, take taunt, it kills the range of any toon and is a major disruptor.
I have been PvPing for a long time and my two favorites for PvPing are FA and WP, but for different reasons. FA has the quick heal and will help you survive and the Fiery Embrace will help any secondary increase damage. I like my WP because I have a perma 3166 HP and that helps me survive most alpha attacks. I just like to have AID self on my WP build for extra heals. I dropped RttC for PvP since it detoggles all the time.
I'm coming back to the game after a long break, and was wanting to make a tank. I was wondering what powersets are good for both pvp and tanking. Soloing isn't very important to me, and I'll mostly be tanking, but I will want to pvp from time to time.
