One thing to take note of. The Kismet +tohit will only take affect after you use the power and for 120 seconds afterwards. If you can find a toggle or auto power to put it in, it will be on constantly while the power is on. Hover and Combat Jumping are often good places to put it.
The KB protection is a global, and will be on as long as you don't exemp more than 3 levels below the level of the IO.

Yeah as Stargeek said for the Kismet IO it's what is sometimes referred to as a "proc120" so in order to keep the bonus active you have to use the power once every 2 minutes. Now on a team that isn't a problem since Fortitude has a base recharge of 1 minute and most Empaths slot it for recharge reduction. However if you want to get the bonus while solo you'll be better off sticking it in a toggle defensive power if you have one (Combat Jumping, Hover and Maneuvers are all popular with Defenders anyway so those make good choices).
I'm relaitively new to the world of Empathizing. I have Fortitude, and I see it takes defense sets. Since Fortitude is cast on other players, my questions are:
1) If I slot a Karma KB protection IO in Fortitude, do I get the KB protection, or does the recipent?
Similarly,
2) If I slot a Kismet "To Hit Bonus" IO in Fort., do I get the To Hit bonus, or does the recipient?
I think the answers are 1) I get the KB protection, and 2) the recipient gets the To Hit bonus, but I'm not sure.
