Shield Charge is a long recharge AoE nuke. It's a completely different animal with a completely different purpose.

But can it be used when it's up to SC an AV and not drop the DPS attack chain?
As long as you can target it fast and it's appropriately slotted, yes. It has better DPA than anything but Storm Kick. Not so great on damage per endurance, but not so bad as to be an issue.

I have Armageddon in it, but was thinking of changing to Oblit, guess not. I can't hit soft cap for his positions either, so, trying diffrent stuff for that as well. I based his slotting and attacks off of your MA/SR build Werner for DPS; however, it only clocks him in with a 34% Melee, 38 Range, and 39 AOE...so pretty far off from that golden # of 45.

However, if the endurance is a factor, may I suggest the much cheaper Multistrike? It also comes with a pair of positional defense bonuses at the 5th and 6th slot.
