You could try Dell. Their high end systems are really good. It's just that their service department mainly consists of people who think that the ability to pick lint from between their toes qualifies them as technical geniuses.
Their discount department can provide decent savings. There usually a couple high end systems there that somebody had custom built, and then canceled the order. Also cases with minor scratches and dings will be significantly discounted.

I'd recommend Radeon HD 5600-higher numbered cards for Ultra Mode to be at max settings. NVidia isn't doing so hot right now, but if you can get a GTX 2XX or 4XX card, with the 10's digit higher than 6, (260, 280, 460, 480 are all good. 420, 240 won't run max settings.) everything should be fine.
Processor should be fine regardless. Avoid Intel chips that don't say Core on them (Core 2 duo/quad works but both are on the way out, Core i3, i5, i7, i9 are all good). The less expensive machines may have some good Pentium Dual Core among a few bad apples (some have poor L2 caches, which does matter, or no virtualization support, which doesn't matter for gaming). I know less about AMD, but I'd expect anything named Phenom to steer you towards win, I hear the new Athlon II's are cost-effective and good as well.
RAM should be OVER 2GB: 3GB minimum, 4 is good, 6 and above is candy.
Hard Drive: look at the RPM's and SATA speed. Higher is better. Capacity is good, but moot... you'll want speed over size for gaming, a slow writing Hard Disk is an enormous bottleneck. RAID is pointless on gaming systems, although people will argue otherwise about RAID-0. I say pass, unless you want to use the PC as a DVR for some reason. (A specialized HTPC would fit this role better for less.)

I personally haven't priced out newer computers for a while, however the big concern with the pricepoint with Ultra Mode at Max Settings. Personally have a GeForce 250 GTS and I will run on max settings, just with an abismal framerate (like single digits, especially in the Rogue Isles Mercy Island). I've found that if you take off the new shadows (which unfortunatly was what I liked the most, but are I think the most resource demanding part of the new system) the framerate will get up to about 30ish or so on my system in most places. To get a newer card, that was better at this stuff, I think I was looking at a couple hundred dollars.
The rest of my system is 4 GB RAM, Core 2 Quad @ 2.4 GHz, Raptor HD. No slouch of a system. It played the game at 40-60 FPS before ultra mode 90% of the time.
Basically, my point would be to not skimp on the graphics card.
Remember, if you get more than 3 GB of RAM you need a 64-bit operating system. 32-bit systems can technically access up to 4 GB, but in practice (in Windows at least) can only access 3 GB of RAM.
Ok gang, here's my dilemma. I have been authorized to procure a new PC from my accounting office (see: Wife) and I need some help with where to go and what are the best deals for someone in my position.
Data:
Maximum Limit: $1500 (excluding shipping)
Must be a Desk-top (no Monitor required)
Prefer INtel/NVidia system, but AMD/ATI Radion will do
Must be able to run Coh/V at max Ultra settings and surf the web, music, and video.
Needs to be shipped to an APO, but if need-be, arrangements can be made.
A decent warrenty would be nice as well. This will be a gaming rig, so a little style would be good as well. If anyone knows some good places online, it would help me out tremendously.
