Please help with an Ice/FF build
The build overall isn't that bad, but could use some work. Some of the slotting isn't ideal, especially in powers like Health and Stamina.
For powergaming purposes, I created an Ice/Force Field/Earth troller, posted below. It may or may not fit your concept, but I managed to get it soft-capped to Ranged, 44.4% Smash/Melee, and 32.4% AoE Defense, with capped HP and a heal from Earth's Embrace. To do it, however, I had to slot Replusion Bomb for Stun, which makes it pretty much just a useless mule. You can change to this damage, but you will lose some melee Defense. A better builder may be able to find a way around that.
BTW AoE damage from this build is pitiful. I'm not sure I'm totally behind all of the choices I made. I think this would make a crazy strong tank if it can avoid Defense debuffs and sleep powers, though.

I really hate to see Health and Stamina slotted the way you had them. A great deal of the enhancement value is lost on enhancing aspects the powers don't use. You could easily use the slots from Health to get a better recharge value in Ice Blast while transforming it into a useful power.
Here's your build, Great, with a few minor changes that yield slightly better recharge, recovery, and end usage. You'll also note better lethal/smashing and AoE defense. The only aspect that has decreased is regeneration by about 1 hp/sec. It's still a very endurance intensive build. However, I think it makes more efficient use of slots and you'll find your holds more effective, perhaps alleviating the need for so much defense.
Oh, and I recommend taking Superspeed with the stealth proc. With such high defense you may find it useful to stealth into the center of a mob and fire off your AoE hold.

As far as power selection goes, would recommend stamina before dispersion bubble and giving strong consideration to aid self and aid other. Would recommend primal epic pool for power boosted bubbles.
I'd mark all your powers from level 35 and up as optional and consider dropping two of them for the healing powers and then juggling powers to work the heals in early in the build. Ice/FF is the kind of toon that can carry an entire team on it's back if you play it right, and the heals play an important part in this.
For IO bonuses, I admit I haven't carefully looked at what you've gotten. But Ice/FF is an endurance-heavy build and would recommend eyeing +Recovery bonuses.
