I'd say check what the level 30ish and level 50 ones are gonig for and price it at about that (maybe a little more). The PvPIOs are like Purples in that you keep the set bonuses when exemplering down so the only advantage is that you can slot it earlier. Since people generally don't bother with set IOs before 30 or so it's probably not worth a lot more just for that.
Its a damage proc for a set that will exemp from 1 to 50 as is, level has no impact beyond when you can actually slot it.
A vast majority of the PvP that occurs is at level 50 or on a level 50 build.
The IO doesn't get a huge benefit in PvE given its only a 20% proc there, and there are a pile of hold dmg procs as it is.
I think you'd be hard pressed to sell it for more than the current prices of the level 50's.
Check the level 50 price.
List it higher.
It's more valuable than a level 50 or level 30 version of the proc.
How much...? Well, depends on how long you want to wait. It will move, eventually.

I have the only level 10 Gladiator's Net: Chance for Lethal Damage recipe that has ever sold hero side. I bought it 11 months ago.. I'm wondering what it might be worth considering how it is
A) a PvP proc and
B) the only one that has been listed in the market.
