i am actually not using my contacts but going through the radio, so it is easier to find groups, but not sure at what level to leave kings row and where to go.
Should have said that in the first place, then. Steel Canyon or Skyway City. I would wait until you're level 10 (or higher) before heading to one of them. They go up to 20ish. Faultline also exists for level 15ish to 25. Talos/Independence Port at 20ish to (30? 35?).

Welcome back!
First off, and already mentioned by Agge, Paragon Wiki is a super helpful website for both basic and advanced game information.
Secondly, I'd recommend that you check out the Mentor Project. There are plenty of players involved in that program that are more than happy to help answer questions from new & returning players.
In game - go to menu, click help, scroll over to 'Nav' and click. That will bring up a sub-menu. Click 'zone difficulty levels'.
Also, as someone who uses random pick-up groups (PUG) for most of my playing, I can give the following advice:
Use your "looking for" flag. If you want a team, set it. Put "No AE please" in your comments, you might also want to add "Always looking for stories and TFs" or whatever.
Most groups outside of Atlas Park (Hero), and Cap au Diablo (Villain) are not AE groups.
Best places to find a team of any level heroside are Talos, Peregrine Island, and Steel Canyon.
When in doubt, start the team yourself. This helps a lot!

Will add to check your server forum too for the global channels. For Victory, we have a post that has been stickied listing them and they get used a lot for teaming purposes like TFs or running missions.
PS - Welcome back! 
First have not played this game in years and I am starting over with a new account.
First off what is a good way to level not using AE? For example I started in Atlas Park until level 8, went to Kings Row and did radio missions until I got the jet pack, where is the next best place to go and at what level.
Second what are some other rewards I can get like jetpack and at what levels?
Third how is the best way to find others that are also doing missions, say i am looking or start asking for others to join me?
Fourth at what level is it good to start crafting enhancements and with the recipe I learn change levels with me?
