My Electric/Dev wants Epic
I'd say Elec, you get a cone attack and it has a hold for you to stack with tesla cage to hold bosses with.
I agree with Warden for the reasons he said and because Charged Armor is probably the best epic shield of the three.
Thanks guys. I still have three levels to go to pick an epic. I have the numbers on mids for a Force mastery character and it does look pretty wicked in terms of survivability. Here is the build if anyone wants to look at it. I will end up making one for all three. I have a weird soloing play style. I play Kidd Buzz very covertly.

You should look into some sort of bind system for hover and fly, move those slots around some.
Try /bind mbuttton "powexecname fly$$powexecname hover"
that allows you to go from fly to hover and back by just pressing your mouse scroll button.
You're slotting 2 sets of Detonation, those 10 slots get you 3.6% AOE defense. Slot Positrons blast instead, the 12.5% recharge will help more then that defense.
You've 6 slotted Gaussians for a defense bonus +2.5 to all positional damage but you haven't slotted a full set of thunderstrike anywhere. Both single target blasts, Voltic sential, and your snipe can take thunderstirkes and they are cheap pool A recipes and each set offers 3.75 to range. I have a set of thunderstike slotted in my telsa cage.
The set you have slotted in Stamina and the set slotted in Short Circuit needs to be swapped around. the Performance Shifter proc, the one that grants endurance will only have a chance to fire everytime you use SC. Put it in Stamina and it has the chance to go off every 20 seconds.
I'll admit I have no idea what set bonuses you get from Unbound leap, but a full set just seems like a waste. Why not 3 slot trip mine with some Eradication for a small Ranged Def bonus.

I put in your ideas. I had more defense and resistance the original way. Which is what I was going for.
Get rid of the performance shifter proc in any of your attacks, unless a recent patch changed the mechanics, they end up giving the enemy endurance. Also, since you have nothing else to help you with the end draining, you might as well slot SC for damage.
The only place you should have that +end proc in your build is in stamina.
My Electric/Devices character needs an epic to finish it off. I always go for theme with my characters. Kidd Buzz is a technolgy character I based on Pym from the New Avengers movie. It was always a toss up for me to use either Electric or Munitions, but a friend has added Force to the mix also. So I go to everyone on the boards for advice.
