Emp/Elec/Power Build Help
There wasn't anything innately wrong with your build, even if you are paranoid about that.
That being said, you don't have to necessarily take anything from my build. What I find to be the most successful at making better builds is to take a look at other people's builds and steal ideas from them, because most great ideas, quite frankly, are stolen. Take what you like and leave what you don't. I take no offense to people slicing my builds to fix their own play style. I give them what I'd likely build for myself and let them run with it from there.
This build includes the following:
*185% Recovery (1% better)
*279% Regen (9% better)
*62.5% Recharge before hasten (20% better)
*47.6% Smash/Lethal resist (6.5% better) and tiny bits elsewhere
*12.6% Melee, 17.6% Ranged, 11.9% AoE defense, plus 13.2% Smash/Lethal and 21.3% Energy/Neg.
*Before Hasten, Both RA are at 192 seconds (151 afterwards), AB is 115 seconds (90.9 afterwards). Thus making RAs 60 seconds short of perma and AB can be almost perma.
*Fort has 24% def and 23.1s recharge. Down to 18.2% after Hasten, meaning it can be set on 6 people consistently when Hasten is active.

Rather than trying to list all the minor improvements I would reccommend, here is your build with some slight tweaking to increase your recharge (No purples Added).
As an Emp/Elec myself, I have to ask if you decided not to go after sapping with Short Circuit or do you just use 2-3 blasts of it when needed. The reason I ask is that you seem to be heavily slotted for damage in your build and SC in particular. Just curious mainly.

With regards to building a less squishy Empath, all that I can say is that is a real challenge.
Prior to the BotZ changes I was sitting at 20% def to Melee/Range/AoE/Psi. But now my ranged and AoE defenses have taken a hit and am working on two new builds; one for teaming (where defense is a minor focus) and one for solo (where defense becomes a major focus).
The bottom line: Chasing Defense will hurt your recharge AND the amount of slots you can put towards your buffs, neither of which are good. I would explore trying to fit Maneuvers into your build (replace Aim perhaps). Also you might consider the Electric APP since you could get Charged Armor (giving you resistance to more than S/L), you could take Power Sink (which supplements Short Circuit really well) and your choice of Electric Fence (my favorite) or Thunderstrike as an opener; BOTH of which can be slotted with sets that get more recharge.

I have to ask, with only 4 attacks selected how are you gettin aggro and "needing" more survivability?
If your in the thick of it, as you say, why wouldnt you take a more offensive approach and slot/take more blasts? I mean short circuit at 38? That attack is huge mitagation. 12 seconds to double stack and mobs arent attackin back AT ALL.
If your in the middle of melee and only buffin/healing how are you drawing aggro? Your goin for the "pure" healer build, whatever that is.
No offense meant but this might be a playstyle thing. If you run into a spawn and hit an AoE attack you can expect to get aggro. And then relyin on charged bolts to carry you through would be an even bigger mistake.
YMMV but down with teh healzors.
My favorite combo is Faceplant/DebtCap with the TeamWipe Ancillary

Mainly, I stay on the lead's butt, rather than waiting to be the last one in the fight. Tank, scrap, whatever gets aggro, and then I'm right beside them, keeping buffs, heals, ra's etc going. It never set well with me, how a lot of emp's (that i've seen, though I've seen a lot of good emps too) use their low hp status to stay out of the fight, and use HO and AP, over HA, HO, AP, RA's, AB, etc etc, one right after the other. I don't like having to be told 'cm' and 'fort', because that tells me i'm falling behind on my job as a buffer/healer, and I certainly don't like seeing a mate die on my watch, because then i'm really not doing my job.
I don't know, I guess I'm weird.

You don't need to be right next to the tank/scrapper to do what you want to do. Nemesis and anything with heavy splash AoEs will wreck you if you stick to that style. I'm not saying "don't go in melee," but rather, "don't stay in melee if you have no reason to."

I actually spend a great deal of time in Melee range myself, but in situations where that seems too deadly I will hang back during the alpha phase of a fight before jumping into the thick of things.

Okay, first and foremost, I am no good at building bulids. But, I am trying to learn. I do realize there are sets you do use, and sets you do not, IO's you do use (KB proc, Numina Proc, etc) and IO's you don't. I do get confused easily with what should go where, and how to get the most out of a build.
That being said, this toon was built probably 2 years ago, when I moved servers and wanted to get one of each AT, because I'm an alt-aholic (is there a support group for this?). I know Electricity isn't the 'best', but that's okay by me, I just want to get the most I can out of what I've got.
I'm looking for more a pure emp (minus Absorb Pain if possible) with as much recharge as I can get to get the RA's up asap, plus enough defense so I'm not so squishy (like I am now), and actually survive a couple of hits, because I prefer to be in the middle of the action, as opposed to standing back and playing it 'safe'.
So, If I could get some of the better builders to take a peek at this piece of junk I've created, and give me a hand, I would be very appreciative. Thanks
