You're not the only one experiencing technical issues with running the game since i17. I'll pass on the obligatory "make sure your drivers are up to date" and leave that question for others.
As for your second question, don't ask me why this was done with the new market interface, but its a bit of a nuisance if you're in any kind of hurry. Still, it is only two more quick clicks so all in all not a terrible thing. If you happen to find yourself on the Market forum, there's a thread there about all the things people don't like about the new interface. Might be that there's something you can change, but without sifting through that thread I'm not sure.
For #1, I have found that setting Ambient Occlusion to OFF returns 20 fps for me. When the game still stutters too much, which I've begun noticing usually happens after leaving a mission or my SG Base, doing a /reloadgfx seems to clear things up for a while.
For #2, make sure you have Tool Tips enabled in your Options.
Teams are the number one killer of soloists.

The rest of the settings I have at around a 9/10... my system was cranked up to 11 prior to Dark Mirror.
Has anyone notice a bit of lag since Issue 17 and their Ultra-mode?? I still have my settings on Recommended and it still rubber-bands from time to time and there are less people in-game since CO & STO came out
2nd Q: I remember a time when you're buying stuff at the store, you could mouse-over and it would show you what the item did and the percentage bonus etc. Now I have to right-click to get info. Seemed like a year since I noticed this, just never asked and dealt with it, and I looked at the settings if there was some kind of tooltip setting for this or no??
