Left click on their name in the chat panel, and select send message. Or, you could use the email system, or select send message to a random person and fill in the thing with their name with the person you want to message.
thats if your not on a trial account. They are locked out to some chat channel. I believe they can only use local chat and team chat.
To manually send a tell, type:
/tell name, message
The comma after "name" is important. Example:
/tell scouse, Welcome to the forums!

Make sure to use the comma. For a global tell,
/t @<global name>, <message>
That's only one @ symbol. You can tell that a name is a global name becuse usually the @ symbol is included. This will send a message to the person regardless of what character he or she may be on.
