Dunno about the broker, but you might be able to get that second arc through Ouroboros and that might get you the contact. Possibly. I'm in no way certain.

For some reason if you haven't done quite enough of thier missions to be fully trusted they wait until you have made the extra level. yeah...that's how i eventually obtained him last night. Broker wouldn't give me any new contacts -which, after reading your post makes sense, as i had all the other 20-24 contacts unlocked already- so i said frak it, and just levelled to 26...
at which point Crash was back in my active contacts list, to introduce me
Something to keep in mind if you're looking to get a specific contact from your broker. If you run a safegard/mayhem, and the contact you want isn't there, so you run the safegard/mayhem again without selecting one of those contacts they do offer, the second time around you'll get those same contacts. But once you DO select one that you don't want, then you'll get a second set without having to run the SG/M a third time.
