Am I really that far out there
Thought I'd point out some things that will hopefully improve your build.
1. The disorient proc in Stamina won't do anything.
2. As others have said, I would slot up Twilight Grasp.
3. I don't think you need that much melee defence, as you shouldn't be in melee too often with Archery/Dark, so I took out the Impeded Swiftness sets (as the other bonuses aren't great either) and gave you a little more ranged defence. 33% also means that you can effectively pop a purple for softcapped ranged defence.
4. I think it would be good to slot some resists in your shield. Smashing/Lethal Res. is always useful.
5. You don't need Boxing AND Kick, take Tough instead of one of them, even if you don't plan on using it.
I think that's it. Your build should work well with good AoE and Ranged defence numbers. Here's the build with the changes I made.

It should be noted that he's got 65% global accuracy going on that build, at least at level 50. Still, that's definitely not how I'd slot that particular power.
TMG, one quick question about the build... You seem to have a heavy mix of damage-typed and positional defense going on. For example, six slots of Impeded Swiftness occurs twice in the build, with the 6-slot bonus being 2.5% melee defense. Were you really going for mixed defense types? Or were you going for the smaller positional bonus on sets like Impeded Swiftness (which then wouldn't require all six slots). I just want to be sure you are aware of how the different defense types stack (or don't), because that's a relatively uncommon thing to see done. |

One question I have is does the chance for + end on performance shifter give a chance to get %10 end every 10 seconds passively when slotted on stamina?
Yes. That proc works very well in Stamina.
It's a 10% chance for a "small" amount of endurance every 10 seconds.
EDIT: I'm not sure what the *exact* amount of endurance is, sorry hehe.

It's a 20% chance every 10 seconds to give you 10% of your max endurance. That's 10 endurance normally, but testing has shown that this scales with the extra end you can get from accolades or sets.
On average, without enhanced max endurance, you get 10 endurance every 5 seconds or 0.2 endurance per second from the proc. A lvl 50 endmod IO slotted in Stamina gives you about 0.18 endurance per second before ED starts to kick in. So even if the endmod IO is more reliable, many people consider the proc better than an IO because the proc is unaffected by recovery debuffs.
Some people don't like the randomness of the proc so instead of slotting the proc or the proc and an IO in case of one or two slots in Stamina, they slot only IOs. That's not a big deal. But with three slots, the proc and two IOs are significantly better than three IOs because of ED.
