I need help can't find anything on here, i deleted SP3 thought that would do it, nothing, went into opengl that didn't work, I log in everything is fine, when i get to character selection all my chars are blue and see through, when i log in the game sometimes i see proper color, mostly not and stuff dissapears. I went into an instance and things were blacking out and i could see through walls, which i liked but its gotta be fixed, i'm unplayable at the moment someone please help me.

How long has this been happening to you in-game? Since I17 or sometime after that? Can you pinpoint it to a particular patch or update?
You should update your video drivers, and if you can, your audio drivers as well. And I'm curious ... Why did you delete SP 3? I would advise that you go ahead and reinstall it.

Serenity is not freedom from the storm, but peace amid the storm ...
Wasn't there something amiss with Intel integrated GPUs and i17? (not 100% sure offhand) And is there newer drivers available for that than 2005?

There is nothing in Service Pack 3 that would have caused problems. In fact, it is a recommended upgrade especially since Microsoft is ending support for Service Pack 2 on July 13.
Another problem with the integrated graphics is that many OEM's make changes to the chips and/or software so that only THEIR drivers will install. To make matters worse, they don't update their video drivers, especially for older computers. There is a slightly newer driver on the Sony site, but I doubt it will help as it is from April of 2005.
Looking at the Intel site, that chipset has been discontinued. The most recent drivers I can find there for Windows XP are from January of 2007. That's not a whole lot better than what you currently have, but it's the best possibility that I can see. It won't damage anything if Sony tweaked their system to not allow the manufacturer's drivers to install, they just won't install.
You can also try the Intel Driver Update Utility to see if it can find a better driver for your system.
If you can't update the drivers or if updating them doesn't resolve the problem because the drivers are so old, you still have a few options but they will cost a bit of money to upgrade your computer with a newer video card and possibly a better power supply. The Spec sheet for the computer shows it has an empty PCI Express x16 slot on the motherboard, so that gives you a reasonable graphics upgrade path.
There are a few caveats here. If you decide to upgrade the video card, it is EXTREMELY likely that you will also need to upgrade the power supply. However, I can't find any specs on the power supply about what it is rated at or it's dimensions, so I'm not sure if it is a standard sized power supply. Also, whatever video card you upgrade needs to be 9.05 inches long or shorter. Otherwise it won't fit. If you have a local computer shop, take your computer to them and ask them to check the size and rating of your power supply to see if a standard power supply will fit in your case. It should be relatively inexpensive to just look at it and get the sizing. If you have a computer savvy friend or know someone that does tech work on the side, they'll likely give you better pricing (and not be so bent on trying to sell you something you can't use).
If you decide to go the upgrade route, post back here with what you find out about your Power Supply (rating and dimensions) and the price range you can work with and some of the tech-heads here can likely point you in the right direction.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
