No, for set bonuses, the only thing that matters is the level of the enhancement. It makes no difference if you have access to the power or not.
Procs (including the Miracle and Numina uniques) of course don't work if you can't activate the power they're slotted in, but set bonuses and set-bonus-like global IOs (Luck of the Gambler +Rech, etc.) only care about the level of the IOs.

Thanks. Looks like I need to rethink some of my builds, since I was planning sets at 2 levels above the power they go in were taken (due to the way SSK is working) and thinking that loss of powers meant loss of bonuses.
Fortunately, I will only need to do this on bonuses I actually care about.
Just keep in mind the difference between a proc and a global. So the kismet +accuracy is a global it will work even if the power is gone. But stealth and the numina's regen/recovery are both procs and they only work if the power is active.
Since some of the procs almost look like globals, it's worth reminding.

Reminds me, as I recall, there is one special IO out there that is a 120 that stacks a set bonus onto you with each use. the basic 7.5% mez resist, I think.

I know that when you exemp more than 3 levels beneath the level of your IOs, you lose the set bonuses from them.
What I am not quite clear on is, do you also lose those bonuses if the power they are in is not available?
For example, my Dominator is getting Summon Seer at 47, and I plan on at least 5 slotting it with Expedient Reinforcements for the recharge bonus.
Obviously, the Seer won't be available throughout most of the content I would likely be running due to the majority of the game being beneath level 47. However, if I were to slot level 35 ERs, would I still have that recharge bonus exemped down as low as 32, or would the bonus be lost and I may as well slot level 42 or higher ERs?
