Went and logged in now. Going over a slotted (or in-tray) enhancement, it still says what it does. Leave it over the bar with the power name, and it gives base and total enhanced values.
In stores, right click and hit info.

Check tooltips under options.
For me, the only ones that are perma-gone are the pop ups at the store, but you can right click on those to bring them up.
