Where to Slot SW -Tele/+3% Res in SR?

I'm going to assume the Shield Wall 20% -Teleport/+3% Resist are treated as global bonuses, and therefore can be slotted in something like Elude and still be active in all PvP zones whether or not Elude has been activated. Is this correct?

Or is it more like the ones where you only get the bonus in an active toggle or always-on passive?

Edit: nevermind, my bad. It's from a pvp set so it'll work at any level. So it'll work regardless of whether the power is active, if you even have the power at all at a given level or the level of the IO relative to your exemplared level.
