solved my crashing issue
I was expecting:
1. Go to Control Panel
2. Go to Programs and Features
3. Uninstall City of Heroes
4. Open up Windows Explorer
5. Navigate to the c:\program files\city of heroes folder
6. Delete everything

It is known that there are an infinite number of worlds, simply because there is an infinite amount of space for them to be in. However, not every one of them is inhabited. Therefore, there must be a finite number of inhabited worlds. Any finite number divided by infinity is as near to nothing as makes no odds, so the average population of all the planets in the Universe can be said to be zero. my chipset is i965 moible intel
I had no crashes, but my shader options are also greyed out since i17.

The -usetexenvcombine parameter will usually work for video solutions nearer the lower end of the requirements - I believe that greatly simplifies the rendering or something of the sort.
It's a solution that people can try, and then change back easily enough if it doesn't help.

ok all i found something that solved my crash issue a bit of coding the devs gave me but VERY case sensitive follow directions to the letter
1. right click on CoH shortcut
2. click on properties
3.click on shortcut tab at top
4. go to target window "C:\Program Files\City of Heroes\CohUpdater.exe"
5. after the last " press space once
6. enter the following code exactly -useTexEnvCombine
7. click on apply then ok
8. right click on CoH then click run as admin.
