Is there any SF that can be done with just 2?

You can do any of them if you get a few people to pad (usually far easier than finding team members) for long enough to start it, then have them quit. Of course, then you have to deal with the SF being scaled for more people, which may or may not be a problem. I think the Ouroboros ones are the only ones you can start with two.
Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.

If they actually quit the team rather than just log out, the SF will scale correctly to the current number of team members. As long as two players remain on the team, the SF will continue. If one of those two quits the team, the SF will automatically end.

This is the only server I have played in 72 months except for a short time on Freedom, then transferred that toon to Virtue.
