Generally, a full set will have roughly the same damage slotting, and slightly better Acc, End, and Recharge that the "standard" 1x Acc, 1x End, 1x Rech and 3x Damage SOs. Compared to common level 50 IOs, the set (assuming it is also level 50) will still give slightly better enhancement that the generics. And then there's the set bonuses on top of that,which are global boosts, not just for that one power.
And then there's "Frankenslotting", which is mixing set pieces for maximum enhancement bonus. I won't go into details here, but maybe someone will post a link to a guide. By doing it right, Frankenslotting can sometimes get you the equivalent of 8-9 SOs in a single power, but you generally get few or no set bonuses. If you're just looking at the one power, as opposed to your build as a whole, this is your best option.

The damage is about the same if not a little better if you figure the proc in.
The recharge is longer by 10 sec, but the end is lower and the accuracy is higher.
And the set bonuses are helpful as well.

Generally, a set like Scirocco's will have lower values in some areas than just straight enhancements, but they have set bonuses that will make up for the shortcomings.
Okay, say you have a set that gives 15% less accuracy than straight enhancement slotting. But....that set contains a 7% accuracy bonus for slotting 4 of them. If you slot 3 of those sets in 3 different powers your accuracy on ALL your powers will end up being 6% HIGHER than straight enhancement slotting, and you will be getting other useful bonuses as well. Slotting just one set doesn't make much difference by itself, but when you start adding up bonuses from multiple sets you start to see more of a benefit.

I have a 50 elec/elec brute and love that lighting rod! but i have it 6 slotted with 6 of those sorrocco ( forgive the spelling ) recipe sets to give my toon some added bonus stuff (not sure what to call it),,, Am I takeing away from that power. I usually just craft 50 enhancemnts with the recipes and salvage. which 1 is more powerfull than 3 single origin stacked. Now if you understand what im saying at this point.. Should I lose the sorrocco 6 set thats in for my lightning rod. and 6 slot it with my usual 50 crafted 3 dmg 1 acc 2 rech.. whats more powerfull. Damn I hope someone understands this lol.
