I have one at 50 and I slotted him to max out recharge first. You gain a lot from more recharge with LR on such a long timer as well as bringing healing flames back as fast as you can. I don't have a build handy at the moment, but go for recharge then +hp and regen. I think I managed to get my defense up to around 20% or so but didn't try to soft cap, so I depend on healing flames to be up when I need it.
Are you going for defense or max recharge, besides the usual for /FA (+max hp, +recovery)?
If so, what type of defense do you want? I'd go for melee, a bit of ranged (a bit means over 20%).
Do you need a travel power? You kinda need to give us something.
And since you're approaching Epics, I'd go Soul Mastery because Gloom is awesome and compliments Elc's poor st damage very well. Darkest Night can be useful too.

For Elec/FA, I'd say it depends on your budget. You definitely want a fair amount of recharge for your AoE and /FA stuff, but Elec doesn't offer the same mitigation that say, SS does, so building for some defense might be good.
What do you want to use the character for? If it was purely a farm character you'd probably be best going full recharge, (Hasten, 60+ global recharge from IOs). For a general teaming/TF character the defenses would be a lot more valuable because /FA is pretty squishy.

i got the idea for this toon from another brute thread like a year and a half ago, the debate was what set could get the most kill for their buck ss/fa or elec/fa? it sounded like elec/fa to me. this was befor axe/ and claws/ and mace/ for brutes i think even before veats i think just after issue 11.

After 32, SS/FA. Elec suffers with tougher targets and Footstomp is so good it trumps all of Elec's Aoe when you put some recharge in it.
