End and recharge effect your access to the summon. Recharge no longer has an effect on your minions. But Endurance reduction does help them.
Build up is checked on a per minion basis. So if you put a chance to build up in your enforcers and it goes off, it will only boost that one enforcer, not both of them and not you.
Although some people have reported the soulbound allegiance proc triggering on their controller/dom/MM when they cast the summon. But that was a while ago and I don't know if it still happens.

Recharge Reduction does not affect the power of any pet entity. This was a change to improve pet AI, as things got out of hand when they were affected by recharge buffs. As a bonus, they are no longer affected by recharge debuffs, either.
