Are you running Windows 7? Try right clicking and run as Admin.

see my edit rereading it thru my own not so tech savvy eyes I realized neither I or or several other posters indicated what icon to be clicking on. Obvious to us not necessarily so obvious to someone else.
Download the file. Open the folder where the file is. Right click the file icon. Run as administrator.

Thankyou so much! ill try following the new instructions and when i posted b4 i didn't see the post before it.
Ok. it worked YAY but i found no icon, i instead went into properties where the folder it was in. It was set on system and then i switched it too the..... third option, im an idiot.
