However relooking at it the defense and resistene is pretty damn low so I'm guessing you all are going to say it's terrible (which it likely is).
But what do you want to do with your scrapper ?
You need first to know this to be able to make a build.
Here there's no main direction, you are putting set that don't synergize between em.
Looking for a scrapper set very unlike fire/WP that levels well and when IO'd does very nicely. I liked Katana because I don't have to wait for my powers to recharge because they are always up and I liked having a sword. I'd be willing to go for completely different set combo that fits that but I liked that. Also I liked the idea of having a stealth (even if moe minor).
Thinking about it claws would fit also but I don't know if SR is so different from /wp.
SR and WP are geared towards very different ends as far as building them goes, but after the building is over they are both seemingly the types of sets where you toggle up and forget about it while you focus on the offensive. Not extra button mashing.

Turning to your build:
11 Points of KB Protection is decent enough, however from what I can make out that is one of the only things I can see that is on track for this build.
Low Hit Points even taking accolades into consideration.
12.5% recharge.
Resistance to S/L is low without Tough, your defense very low.
Decent Dmg bonus from sets.
You've got a very expensive build there that isn't going to hold up under any sort of a hard stress test. I might even venture to say that someone with a well slotted SO build might give you a run for your money on both damage output and survivability.
You've got the basic concept down for slotting, but you really need to be looking at the bonuses of all the possible sets you could be slotting, attempt to maximize the actual powers potential with the enhancements while at the same time looking at the bonuses of the sets you are choosing to do so with, a few extra slots to complete a set here and there and a few less in other areas would help greatly. You've got to prioritize, pick what attributes/bonuses you think would most help the build and slot accordingly. Your all over the place here with no shine to any particular attribute.
Before I even start a build I generally have a good idea in my mind of what my final goal #s are going to be, I then look at each power and the choices I have for set bonuses for that power. Look at ALL the bonuses, more often than not that 6ths slot of a set give off some pretty hefty help to your build.
I'd suggest deciding on a road and restarting from scratch. See what you can come up with and I'm sure there are plenty of folks here who can lend and hand and help you mold your build after you're got a better idea of where you want to take it.
Oh and have fun! Mids is an adventure! There are so many different things people choose to do with a resistance based build, some choose to scrap any defense and focus on resistance, recharge and HPs, others try to soft-cap some of the defense types (smashing/lethal/melee being the most common). Judging from this first attempt at a build you look like a Resistance/Recharge/HPs kinda guy so I'd suggest focusing on those first, or even play around with multiple build of different focuses.

I was changing out IOs without changing powers, order, or number of slots but had to stop when I got to Obsidian Shield.

Decided to scrap the katana/dark and went with Claws/elect. I think this is a much better build, big improvement from my first created to this, and claws look fun! Tell me what you think.

Aside, sorry I can't see the build cause I'm at work and don't have mids here. Will have to check later, but I can say claws/elec, not personally synergistic enough for what I'd look for. Shockwave will push them out of your melee, not the worst on elec like it would be for invuln or WP, but meh. But claws being very good on endurance kinda wastes part of the speciality of elec armor. Personally As a scrapper I'd do BS with elec armor.
Kat/DA is a very good build that synergizes very well. Claws/SR synergizes pretty well also. But right now, I have a Kat/SR and a Claws/dark. I'd kind of prefer the secondaries swapped. In face actually doing a claws/Sr now cause its just so awesome heh, but also might consider a kat/da cause I just think its generally a great combo. Can get good defense, low end cost, fast animations.
I also would like to know what you meant by BotZ getting nerfed. I haven't heard anything about this yet, and would be sad. I personally haven't used the set at all yet, but I do have a possible blaster build that will for the ranged defense.

They're bringing it from like 3.6 AoE defense to 1.5 and similar with the other +def/res in theset bonus.
Also whats wrong with claw/EA? The damage output looks incredible (if not incredibly costly) from the build I put on which I know you couldn't look at.

I love mine, but heavy defense debuffs are kryptonite, and my damage output is very mediocre.

Thanks for the vote of confidence Werner! That build is like my claim to fame here on the scrapper forums (and one of two powerset combos I feel confident that I know what I'm talking about on)
I can't look at the OP's build right now, since I'm at work and they kinda frown on downloading stuff on work computers. But, when I get home I'll take a look and see what I can get out of it.
BS/DA and Kat/DA are so similar build-wise that the primaries are pretty much interchangable (literally, you can change the primary in Mid's and nothing changes except power names). Actually, that's true of pretty much any katana or broadsword build, if you have a build that works for one, it will apply equally well to the other.
Also, I may not even change my build after the BotZ nerf. I'll still be sitting at around 40% to ranged and AoE, which is plenty for the vast majority of the game. It may make some of the more difficult stuff more so, but I don't see it hurting my overall performance a whole lot for what I use that character for.

Same here, Claws. I'm not adjusting mine that I based on your build. It'll be close enough to the caps.
More or less keeping my Kat/DA the same after the adjustment to BoTZ. I had only two sets slotted but with DA, I am usually pretty good to go with most mobs.

Thanks very much! I'm sure some of the advice in there on IO's is pretty outdated, but I think most of the information is fairly generic and still applicable.
I got rid of my build because after looking through it was terrible. For some reason Ifind myself not motivated enough to make another. Let the thread die or discuss the concept.
