Movement/Lag issues
I have the same issue on my laptop, but not my PC. My brother thinks that it is not graphic card related, but DirectX related on input handling of keys.

Before I had the PS2 to USB controller, I set the key response to the lowest setting. That helped a bit. I also enabled Mouse movement, where you click on the ground to go there. It helps with turning.
The PS2 to USB controller also uses Direct X, and my laptop has Direct X 9, like yours. However, unlike your setup, my laptop has the cheap Intel on-board video, so it's not the graphics card.
This indicated that if the control is coming from another device, such as the PS2 controller, it seems that Direct X handles it differently. Hope this helps.
There are lots of threads here in the forums regarding this issue. The main culprit appears to be an ATI Hotkey poller service which needs to be disabled. Other people have found that increasing the priority of ventrillo/skype/teamspeak helps. Still other people have found that their anti-virus software was incorrectly detecting CityOfHeroes.exe as infected.

Then post the results of these two programs:
- CoH Helper - it will show us basic computer settings and your CoH configuration.
- HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here.
Also, go into the game and open Menu > Options > Graphics Tab and tell us what these settings are set at:
Ultra Mode Options (will appear only if Advanced Graphics is Enabled)
- Shadow Mode: Disabled, Stencil Maps, Shadow Maps
- Shadow Map Shader: N/A, Low, Medium, High Quality
- Environment Reflections: Disabled, Low, Medium, High, Ultra Quality
- Water Effects: Disabled, Low, Medium, High, Ultra Quality
- Advanced Occlusion Settings: Enabled or Disabled
- Ambient Occlusion: Off, High Performance, Performance, Balanced, Quality, High, Super, Ultra
And if Advanced Occlusion is Enabled...
- Occlusion Strength: Off, Slight, Medium, Strong, Strong with Color Bleeding
- Ambient Resolution: Off, High Performance, Performance, Quality, High, Super High
- Blur: No blur, Fast, Gaussian, Bilateral, Gaussian Depth, Bilateral Depth, Trilateral

Ok, I have tried installing a new Vid Card to solve my issues on test and with i17 launching on April 28th I desperately need help figuring out how to rid myself of the issues I'm having.
I have 2gigs of Ram and am running with a AMD Athlon 64 Proc. 3500+ with a Nvidea 260 vid card.
My issues are:
-Unable to stop movement rotation, etc. once input. It's like I am under severe lag even when Ultra Mode is turned off.
I just noticed I am Direct X 9.0c running in Windows XP.
Can anyone help me out?
