As of right now, the servers are put in this order:
Last one you were on
Least populated
...
...
...
...
Most Populated
Honestly, this tends to make sense, as it should tend to have newer players choosing some of the less populated servers, boosting their numbers.

Didn't there used to be an area on the forums to submit suggestions for game improvement? I seem to not be able to find it
I was going to suggest that they keep the listing of servers (Triumph, Freedom, Virtue, etc.) static instead of reordering each time you click a different one. Either that or let you put them in order like with your heroes/villains.
