What's the difference between someone who DCs and someone who has to log off because they have to take their dog to the vet/their house is on fire/other emergency? You and I know the difference, but does the game?

While I'm not sure about the suggestion right offhand, if someone's intentionally logging off, they're doing so through a menu item or command. Currently, if you D/C (power goes out for a minute, say,) as far as anyone else knows you're AFK. When you come back, it'll even tell you "That account is already logged on."

Now, as it sits, it just boots the character when you try to log in. I'm thinking TCS is basically saying "If that happens, give me an option to continue on that character and location the game's currently at." The character's already - in his OP - taking up space in the Hive.

If the character's timed out (it will kick you after... what, 10-15 minutes?) you'd still be SOL, and that to me is fine.

Could this be abused.... potentially, I suppose, but I can't see people yanking the Ethernet wire or force-closing the program just to log back in a few minutes later - just say "Going AFK for a sec" and park instead. (Team-wise, leave the decision in the leader's hand. In Aion, if someone disconnected, their listing went black, and they were auto-kicked in... I want to say 5 minutes. Perhaps adopt that system if worried about them taking up space?)

Seeing how this only matters during Hamidon raids (if you disconnect during a ship raid it's usually not a big deal because at least you collected some vanguard merits by then), I believe the real solution to the problem is to create instances of The Hive/The Abyss that are private.

For example, have a buyable/craftable power that summons an Ouroboros-like Portal. People clicking on that specific portal are sent to an instance of The Hive or The Abyss (depending on faction), and the portal persists for, say, one hour.

Then, when organizing the raid, you tell the raiders you want in the zone "enter through the Hamidon portal in Boomtown, near the sewer entrance". Only people who know the location of the entrance can actually go into that raid, which prevents Hami leechers from finding the zone.

We have the tech to create zones on-demand to be accessed through portals -- look at the Winter event.

Actually, the Winter Event wasn't instanced.

It was possible to enter the Winter Lord's Realm, only to find that a team from another zone (or another --side--) had already taken a big chunk from the Winter Lord's health. There were several instances, but it was pretty much just a public zone with limited access.

Or just raise the player limit of the zone and have Hamidon scale in difficulty to compensate.

There's a reason the Hive has a player limit. The old Hive didn't have one (essentially.) Raids were a slideshow, not to mention a large number of people there didn't participate. (Didn't have to, really.) All they had to do was wait for Hamidon to get held, jump in and Brawl it once to get an HO.
