Well, I took both but of the two I'd take EM Pulse. I deal with the -recovery by using Consume (since I went Ill/Rad/Fire). Even before I got that it wasn't that big a deal; I just stood doing nothing but run my toggles while the pets beat up the targets until the -recovery wore off.
As for why take both; first, it means that one or the other is usually up. And second, you can hold multiple bosses.

Ok so I've got my perma PA build goin strong now and life is 16 different types of wonderful. But now that I am done, Ive begun nitpicking. In my recent fights ive noticed that i dont really need flash and EM pulse. Now i use a set of 4 basilisk's gazed for the recharge bonus so i do need one. but i was gonna switch out one of the two for consume from the fire epic pool so i get better endurance during long term fights like against GMs. should i drop flash or em pulse? tho not major i have noticed that the recovery debuff from EM pulse during AV/GM fights does mess with me a bit and Im not sure if stacking lingering radiation is sufficient -regen for the job. basicly, if i'm running 203% recharge and am firing off lingering radiation do i even need em pulse? thanks for your advice.
