no. but you can run radio missions and the safegaurd and it may unlock him. if not one of the other 45-50 contacts should give him to you after doing a couple of their missions.
Ouroboros and the regular contact system are completely separate, and have virtually nothing to do with each other. If you're level fifty, you should be able to at least complete a Safeguard mission and select him as a contact.

You can also try talking to any contacts that you have outleveled that are still showing in your active contact list. They should introduce you to a new contact when you talk to them, then move to your inactive contact list.
Even better if you can find an outleveled contact of the same origin. They will automatically send you to the current contact in that origin.

Got a lvl50 character I'd like to get the Harvey Arc on in-game, not Oros. Will doing the Oros for his lead-in contact possibly give me Harvey as a contact in-game? Thanks.
