That depends: what's causing the performance problem?
The most likely causes are malware/adware slowing down your computer (in which case, a good antivirus program could get you cleaned up); running too many applications at once (in which case, simply closing things will help); or insufficient hardware (which would mean you need to upgrade your computer in order to upgrade your performance).
Another thing to look at is your graphics settings. If you've got a decent computer, you're probably not going to be able to run this game at maximum prettiness. But you may be able to run at more standard graphics just fine.

Well, having up to date drivers for your graphics card can help. You'll need to provide more information (processor type and speed, graphics card make and model, amount of RAM, etc.).
There's always overclocking, but you stand a good risk of putting your PC in an early grave unless you know what you're doing.

One thing you can download that might improve your performance is a program called EndItAll. http://www.pcmag.com/article2/0,2817,697,00.asp
Run this right before playing and it will shut down all the garbage you have running you do not need that is stealing resources from the game.
