Can we do something about post lvl 32 gameplay?
Apparently, I play "City of Shakespeare"

*Arc #177826-Lights, Camera, Scream! - 3 step arc, camp horror; try out in 1st person POV - 35 Ratings/4 Stars
Just had an idea while reading through the thread. One thing I thought would add an extra dimension to characters is the prospect of being an intelligent hero that is good at investigating or detective'ing. Now I did come up with this while reading your posts so it's not a well thought out idea and probably horrible...but anyway...
Investigating: You speak with a contact. He says you need to find the Tsoo's base. You can either defeat 30 Tsoo in Steel Canyon (like we do now) or you can do an alternate type of investigation (with some kind of bonus for it...maybe a rare salvage bonus or something). The contact says 'Soandso' was recently kidnapped by the Tsoo but rescued. You need to speak with the Soandso NPC to see if he heard anything.
So you go to Steel Canyon and the Soandso NPC is spawned (or once you select the task in the mission window) somewhere but you don't know where. You need to go to random NPCs, right click on them and select the option 'Chat' and type in the name 'Soandso'.
The NPCs will give different responses including:
-Never met him.
-Who?
-I think he's wearing green pants and a white shirt.
-He was running away from some ninja dudes in the Copper District.
-Oh, Soandso? He was in the west edge of the Copper District.
There would have been an NPC Soandso spawned with Tsoo antagonizing him when you started so you could simply fly around, looking for Tsoo spawns with the Soandso NPC as an alternative. If you have contacts in the area, speaking with them will have a higher chance of giving you the info you need (that scales higher if their contact bar is full).
On teams, it'd be decently fast as you can have one member flying looking for the NPC, others talking to random NPCs and yet others talking to contacts they have in the area.
I could see adding this to the 30+ game mainly because you're more likely to have more contacts done by then, you'll have a higher chance to have a travel power (don't give this stuff out in the lvl 20 and below game! PLEASE!) and it's around the time you're in need of salvage to craft with.
I like the 30+ game and the game leading up to it.
Some highlights of the later game for me:
Level 35 opens up Vanguard Merits and the Rikti War Zone. Thats a new minigame, if you will, a new currency to collect in order to get certain goodies.
Its also got some pretty cool storylines, in my opinion.
Level 30 opens up Warburg and the minigames therein. You dont need to be a PVP-er to do these and chase the nukes.
Level 40 opens up the Shadow Shard for heroes. No new gameplay there beyond a new enemy faction and the "minigame" of jumping between islands on Gravity Geysers without plunging to your doom, but its something well worth seeing. I really felt like I'd "made it" as a superhero when I got in there the first time.
30+ is also where the "minigame" of IO set slotting comes into its own. The fact you're now getting 2 slots per level on average instead of 1 helps a lot. Your income is better, and many of the better sets have become available in the late 20s.
I usually find leevlling up in this range much more rewarding because I'm completing sets, rather than say the teens, where I'm just filling in dull requisite powers like Fitness or travel in order to become basically functional.
40+ sees new factions like Malta and Carnies that are their own pecuiliar challenge to play against.
I think if anything, some of this stuff just needs better signposting.
The Shadow Shard is definitely tucked away. The Rikti War Zone doesn't really introduce itself to you - Levantera could be added as a contact automatically when you level up to 35.
Oh yeah, Patron Power pools and Epic Power pools can be quite character-transforming and empowering.
Defenders getting Oppressive Gloom? Cool!
My Plant Controller getting the Earth Mastery epic? Oh yeah!!
My AR/Traps Corrupter getting Scorpion Shield at 41? hoo boy!
Something I've come to dread in this game is the slog from 40-50, heroside. And that's almost entirely due to the 6-year-old arcs from Issue 1, any one of which is a significant undertaking. "The Eternal Nemesis" is a prime and aptly-named example, consisting of sixteen missions. Ugh. It's gonna take me a week to finish that, with it taking up one of my slots the whole time, and the other arcs are of similar size. Most newer/redside arcs are half that or less. AE arcs are a third. Tackling one of these arcs is like sitting down at a table in an All You Must Eat restaurant. Unless one of my characters has a personal stake in fighting Nemesis, or Malta, or whatever, I just can't be bothered. I'd much rather run newer, more interesting content in more conveniently sized portions.

I can't see ANY reason why heroes couldn't begin fighting Crey, for example, at level 1.

There's also a few defense based missions that are woefully under utilized.
I personally think levels 32-50 is when the content starts getting interesting.
For story reasons, we think Crey is benevolent until about midlevel, it's just that the game does a poor job of portraying that. Oh note, there's a Crey guard in the hero tutorial.

One: The whole "Countess Crey" storyline would have A LOT more impact if we'd been working alongside Crey corp. for several levels before finding out about their evil side.
Two: Some Crey employees are not bad guys. Posi used to work for Crey. So perhaps the company is ... I dunno ... 80% decent people laboring under the impression the company is good, and 20% bad guys.
Three: The idea that villain stories progress as we go up in level never seemed to me to be all that well done. I'd much prefer a system in which one arc unlocks another arc, so as you do content the story unfolds. I think that's more of what they were aiming at.
If you have stories that unlock one another in a progression, then I have no problem with the story of corruption at Crey being something that starts at level 1. I also think there should be more content related to Hero Corps, the various time-honored supergroups (Regulators, Dawn Patrol, etc.), and perhaps the struggles related to the origins of the FBSA.
There is just so much in the lore that you never get a sense of through playing the content.
The OPs suggestion is a good one. The rate at which new toys are acquired slows down substantially in the 30s, compared to earlier levels, and having some more variety in mission types would help to keep the 30+ game fresh for some proportion of all players.
That some don't feel that way is to be expected, and doesn't nullify the potential value of the OP's suggestion.
As a thought about implementation, a new contact could appear in the contacts list in the 30s who can offer some of the newer mission types (instanced or not instanced). Temporary costumes, costume slots, or other novelties could be purchased, or could be rewards, for participating in these different kinds of missions. Such contacts could have a carnival-related thematic focus (Carnies or a regular carnival, as befits blueside and redside), especially if rewards included temporary costumes, costume pieces, and costume slots.
There are a lot of other possibilities, as well.
