Storm is kind of pointless now though. It may have some uses, but other sets are simply more useful, both in zone and in arena. A well-coordinated storm team (meaning several storms) could probably still be useful in the arena, but it's arguable.
A solo stormy in a zone is a joke. Debuffing tohit in melee range is pointless, when all the main damage classes on each side do their damage from range. Slows do nothing, which means they're free to stay at range. And of course, hurricane will be shutting off every 10-15 seconds.
There are worse sets, but there are far better ones. If you have one ready, try it. But don't make a new one.
Storms can be good in a small map in arena, also in zones, but you'll need 2-3 to be effective. They are, however nowhere near as good as they where before PvP got i13'd.

As above. I'm not seeing it advocated as much these days, and can see how the current pvp mechanics would take some of the wind from its sails as it were. Is it still viable as a disruption character, or has it been neutered?
