working on a defense build for DP/NRG
Not sure what kind of work-around you are looking for.
If you are looking for a cheaper build that doesnt use the Kinetic Combat IOs, here is a much cheaper build to work off.
I swapped a few powers around to get Hoarfrost into the build, and I also set up travel and other powers to my style.
Please take this build only as one way of looking at the combination.

I focused more on Ranged positional rather than S/L defense (using thunderstrikes and such). It's a bit different than yours (and it's not softcapped) but I like where he ended up.
Overall, I ended up with:
14.4% Def (s/l)
12.6% Def (f/c)
35.1% Def (e/n)
10.7% Def (psionic)
14.4% Def (melee)
34.1% Def (ranged)
14.4% Def (aoe)
51.8% Resistance (smashing)
49.3% Resistance (lethal)

Here is my build. 3 Kinetic Combat sets instead of 4. Higher accuracy, and recharge, but lower damage bonus. I'm kinda jealous of your achieved damage bonus to be honset..maybe i"ll have to reword my build a bit, lol.
