Basically are the passives now worth taking after the buff they received? and if so are they worth additional slots and what IO's should go in them?

Going up against even-level and +1 I barely have to turn on my toggles at all.
Now if I were tanking for a large group, then maybe not so much.
Hmm, I'd say the one most widely considered skippable is Resist Elements, not Resist Energies. That's partly because F/C damage is less common than E/NE, and partly because the secondary effect of ResEn (end drain resistance) is considered more worthwhile than ResEl's (slow resistance.)
That said, ResEn also gets skipped sometimes. The only passives that are considered "must haves" by most are RPD and Tough Hide, since they both have defense debuff resistance.
EDIT: Didn't see the IO question at first. Most often I see them slotted either with common IOs, or with a set that provides a typed defense bonus, like Reactive Armor or Aegis. Putting the Steadfast Protection +Def IO in a passive is also pretty common practice.

I find they are all worth taking now(although, I took them before, but didn't slot beyond 1 slot). There base res is 10% instead of 7.5%, but I tend not to slot them heavily:
RPD: 1 slot, Steadfast Protection Res/Def
Resist Elements: 2 slots, Aegis Resistance & Aegis Psi/Status resistance
Resist Energy: 2 slots, Impervium Armor Resistance & Impervium Armor Psi Resist
Oh, and Tough Hide(always considered this worth taking, even better with DDR): 2 slots, LoTG Defense & LoTG Def/Global Recharge

The resistance passives are the happiest of powers: they are worth taking, but not worth slotting, and can be postponed until late in the build. They also, as noted, make a good place to drop the Steadfast Protection unique Res/Def button. Tough Hide deserves three slots, as noted; it also takes some worthwhile uniques like the Kismet Global To-Hit bonus.

In general, they're worth having except for Resist Elements but with the exception of Tough Hide they aren't a priority choice.
I recommend getting Resist Phys. Damage in the early/mid 20's, Tough Hide when it becomes available and Resist Energies when you find room... typically this will be very late. CMA doesn't get Res Energies until 49 in his current build; although I may move that up a bit on my next respec.
As far as slotting an Invuln goes I put in 5 sets of 4 Reactive Armor... slotted into TI, Unyielding, RPD, Tough (fighting pool) and Res Energies. That, coupled with a few sets of Smashing Haymaker in single target attacks and a few other bonuses makes for an extremely durable tanker... see my guide on soft capping Invuln in my sig.
If you aren't slotting for set bonuses then you can easily leave RPD & Res Energies at the default slot... I'd still toss a couple of additional defense slots into Tough Hide.

I have all the passives. The 3 resistance ones get two slots with common IO's, while Tough Hide has 4 slots for a defense set.
Back in the days of SO's, I had 3 slots on the resistance passives. Now, two high-level common IO's get you close enough that a third slot is really wasted (unless you're after specific set bonuses).
