Are the power choices open for change?
Yeah the powers are Open for change, however if there is some alterations it would be nice to know why. Thanks!
Kinetics have these aspects for success:
Recharge
Accuracy
Surviving the Alpha Strike
Desired team powers outside kinetics primary
With resolution to the first two, I don't think a kinetic needs fitness (especially six slotted stamina)
Accuracy cannot be resolved using an Aim power since psychic blast has no aim. I would highly suggest tactics.
Surviving the alpha strike-your solution seems to be the fighting pool. I can't say how successful that would be. My kinetic went the stealth route. Pop a Run/stealth IO in sprint, you might find it advantageous.
Since you don't have the Aim for added accuracy, leadership falls in your lap for extra team buffs. This isn't shabby.
Your siphon power and fulcrum shift are woefully underslotted in my opinion. 66% accuracy buff, 66% recharge in both would be minimal in my estimation.
I don't like putting IO enhancements in powers for which that feature can't be used - your case damage in siphon speed. Kinetics is tight, and I would tighten that up.
I do like mass hypnosis, so much I would take it as soon as available, level 41.
Kinetics is fun, and I hope you don't feel like I completely violated your concept.

This is what I came up with. I made sure to keep the same pool powers since I could tell you were going for the stealth+recall friend combo in order to help with missions and TFs. I THINK that the two powers that I took out that you had were repel and invisibility. I took out repel since it's difficult to use and its high end cost will be difficult to manage in a build with no stamina. Invisibility was something you definitely don't need though. The stealth power combined with a +stealth IO in sprint or inertial reduction will put you at the stealth cap for defenders, so there's no need to get any stealth beyond that.
I tried to go for a cheaper build since you said you recently came back and I'm not sure how much cash you have to throw at this. If you had the money, luck of the gambler would be much better in maneuvers and obliteration would be better in psychic wail.

I am a (relatively) new returner to City of Heroes. Much has changed since I have been gone, anyway I would like some advice/input for my kin/psy defender. I'm at a loss as to how I should slot it for PvE. IO's are foreign to me.
