How is my build? Ice/Ice
The things that made my eyes bug out was taking and slotting both kick and boxing with KC when you're saying you're staying cheap. Also, they suck, IMO.
[Edit: the rule of pronouns would indicate that I'm saying KC sucks, which is not true. Boxing and Kick suck and don't deserve a single enhancement.]
Seems like the attacks that I would definitely frankenslot for bonus and also just not to take up so many slots have common IOs in them.
If you post a datachunk I'll play around with it. Otherwise it's a little hard for me to digest the information.

Is Kinetic Combat that expensive? I don't really need those two slotted, I just wasn't sure what else to put there. If I put smashing haymaker in them instead, I'll still be softcapped with just one enemy hit with Energy Absorption, and it should be cheaper.
I'll have to look at frankenslotting.
I'd question the need for rechg in Hibernate..
I also think that now that there is a decent damage component in Frozen Aura it's even less skippable now than it ever was.
I think your looking at rather an unnecessary expense with Kinetic Combats.

Well, I have to give you credit for an "outside the box" build, Clebstein. Unfortunately, with no Stamina I don't think it'll be much fun to play.
From the top:
NO STAMINA? Yikes! I mean, it's doable, but you would have to slot very aggressively for end reduction, and for recovery and +end bonuses, which I don't see here. Rather than fight that battle, I think you'd be better off just getting the Fitness pool. EA is a great power, but it won't make up for not having Stamina, at least not in this build.
Frozen Armor, Glacial Armor and Weave provide the majority of the build's defense, but they're enhanced less for defense (and not at all for end reduction) than EA, which provides a tiny amount of defense. Your defense toggles should be slotted with 3 common IOs (lv 30 is high enough) and 1 end red IO *or* 4 slotted with the defense set of your choice. You should aim to to get defense enhanced to the ED cut-off of 56%, or as close as possible.
Permafrost is not a great power, to put it mildly. If you want to take it it can be delayed until very late in your build. However, you can also drop the DW Heal/End/Rchg from Hoarfrost and slot the Steadfast +Def there instead. That'll give you one power to drop to fit in Stamina.
EA is about the worst place to slot the Kismet +Acc, since in a click power it only lasts for 120 seconds after it's been activated. A toggle that you use all the time like GA or FA would be a better choice.
Ice Patch is perma with one Recharge, so use the second recharge slot for something else.
Recharge does nothing in Hibernate, drop those two slots and use them elsewhere.
I'm baffled by your choice to get a second crappy attack from the Fighting Pool to use as a set mule, when you could easily slot those Kinetic Combats in one of Ice's ST attacks. Keep one of them, pick up Tough instead, and move the set IOs to an Ice attack. And Postagulous is right, Kinetic Combat sets are very, very expensive and if you can avoid having to buy them, do so.
Speaking of Ice attacks, you definitely want to pick up Frozen Aura, it's a very good attack now. Most Ice players drop one of the swords instead.
Since you need room for the Fitness pool, I'd drop Conserve Power altogether. Dropping CP, PF, and either Hasten or an attack would give you enough slots.

Oops, because I put it in this one too. Also, didn't notice Glacial Armor had a 60% perception until after I put the Rectified Reticle unique in Build Up.
I have three slots free. Also, I didn't take the powers exactly in a growing way, but in a respec way.
The more I mess with Ice and research it, wow, it's an impressive set.
If looking at my slotting you go, "Hey, this is a damage, why did he put so many Basilisks all over the place?" Just hold shift and right click it and you'll see the first try I had.
I went for mitigation first, then damage. Bonuses were for def until there was enough, then rech or recovery. If you hate Mako, then you hate Mako. Sorry, this build seemed to need it.
Not sure if I broke the rule of fives.
I'm done. Just glad no one noticed my work this last hour has been on a CoH Ice/Ice tank. Maybe I should take a nap and see if they notice. It's very boring here, my co-worker is vaccuming his floor.

You never run out of endurance? You aren't fighting hard enough.
The only toons I have that have totally no end worries are /wp.
Also, my mids seems to be a little off. I flipped 4xKC and 2xSlugfest to 3xSlugfest and 3x[that weak one with the def for energy/neg] and the energies numbers didn't change in the total. Not sure how to refresh...I quit editing my build [not yours].

Postagulous, Ice Armor doesn't NEED KB protection, that Steadfast KB IO is just a waste of influence. You'd be better off 5-slotting with Doctored Wounds or adding another set Heal/Rchg and leaving the 6th slot for the Steadfast +Def.
I also think you'd be better off 4 slotting GA, FA and Weave with Serendipity or RF or some other cheap Defense set. (Though I prefer GotA myself, it's a little more expensive.) The amount of additional endurance you save by super-slotting those toggles for endurance reduction is tiny.
Energy Absorption should be taken as soon as it's available at level 26. In your build, it's also poorly slotted; it needs to slotted for recharge, end mod, and defense. I generally use 3 slots from an end mod set and 3 from a defense set, heavy on the recharge.
If you're not going to use Permafrost as a IO mule, there's not much point in getting it. However, you do definitely want to get Frozen Aura and slot it with Eradication. If you don't want to drop PF, consider dropping one of ice swords or Hasten.
I'm no Ice Melee expert, but I think you'd be better off actually slotting damage in Freezing Touch and possibly Block of Ice. You'd get better E/NE bonus in Block of Ice by slotting with 2 slots of BG and 3 of Thunder Strike than all BG.
Here's my revision of the OP's original build. The defense toggles and some of the attacks are still slotted with common IOs, but it's soft-capped to S/L/E/NE without sets in those powers (and without EA) so the OP can slot them however he likes.

Okay, I used the advice in this thread to make an altered build. It's capped to Energy/Negative/Smashing/Lethal with out Energy Absorption, and with EA I can toggle off Weave. I also worked in stamina, which I don't think I need, but it will be useful especially against AVs. It does use Kinetic Combats, but they're not needed, so if I can't afford them or don't want to spend that much I don't need to have them.
I think this is what I'll go with.

You'll definitely need Stamina (and it may not be enough) if you try to run Icicles and use Frozen Aura and GIS so poorly slotted for end reduction. Eradication is a great set, but very low in end reduction, which is why I'd never recommend using more than 3 or 4 slots. I'd strongly recommend that you replace the last two slots in FA with Scirocco's Dervish Dam/End and Acc/Dam/End so it has sufficient end reduction. If you're going to use Erad in Icicles, it needs more slots, so I'd recommend moving it to earlier in your build so you can 5 or 6 slot it. I'd also change one of the slots in GIS to one that gives some additional end reduction.
As I think I mentioned before, Ice Patch and Hibernate are overslotted for Recharge. Ice Patch is effectively "perma" with one Recharge, and Recharge enhancements quite literally do *nothing* in Hibernate. Those slots can be used for Icicles or elsewhere in your build.
If you're not planning to use Weave all the time, I'd move the Kismet +Acc to either FA or GA, since you won't get the ToHit bonus if the toggle it's slotted in isn't running.
It seems a very odd choice to be wasting slots on Kick when you could easily move the Kinetic Combat set to Frozen Fists. That would free up three slots that you could use to more fully slot Tough, for instance, or add a Perf Shifter +end to Stamina, either of which would be a better use of slots. As a matter of fact, if you can find 3 additional slots for Tough, you can slot it with Aegis, which has a substantial 3-slot F/C def bonus.

Okay, so I didn't entirely get into the nitty gritty on this, but I looked at what has been done, and added a few suggestions of my own. This will cause you to eat a little less endurance with your toggles, adds two procs CE, and makes CE a little more effective as an aggro aura. And since EA is no longer needed for defense purposes, I slotted it with a set that will give some good bonuses, and overall you'll have better regen/recovery and recharge. If I had more time, I'd dig a little deeper, but the changes I added are worthwhile, and are based off my experiences through levelling two ice tanks. As for cost..well Rome wasn't built in a day...get to farming=P
Quick question...if you have Ninja Run, are you still planning on using Teleport? I use NR and the jump pack, and truly have no problems. Just a thought if you wanted to open up for additional power choices.

Just a few things to point out...
In Freezing Touch, if you were to slot four Kinetic Combat IOs versus the Smashing Haymaker's, you could cross that 1% gap to the softcap in S/L defense.
One endurance reduction in Wet Ice will probably do you just fine. You could take that slot to another power and not miss it here.
Permafrost...really, the power is kind of meh, but if you get a lot of mileage out of it, then fine. If you are using it mainly for the Steadfast IO...drop Permafrost, use the extra slot from Wet Ice, and drop both into Hoarfrost, and that will free a slot for another more useful power. I don't have permafrost, and I don't miss it.
As for Aid Self...not saying an Ice Tank has never ever taken it...but I personally have never seen one do it. Between Hoarfrost and Hibernate, I have never once found myself needing it, or even wishing I had it, and I have put my little tanker through some hairy situations. A little bit of Hasten and the proper slotting will get Hoarfrost and Hibernate popping rather quickly, but even during the levelling process without Hasten, I never found myself lacking for not taking it. You could probably drop those, and get yourself some other abilities that would be a bit more useful.
Ice Blast...well, some people like range, and this power has plenty of it. Being in the thick of it, as tanks usually are, I can't say I have ever once needed an ability with an 80 range. Especially when I could take Chilblain, and have a power that while has 30 less on range, it has an Immobilize component to it, plus it has damage comparable to Ice Blast (it's just in DOT form).
Beyond all of that, with a little bit of reslotting, instead of throwing all of those slots into Stamina, and your armors, if you were to jumble some of those around, frankenslot a power here and there, you could get the benefits of a better regen/recovery, more recharge, and still softcap S/L and E/N defenses.
And please don't take anything I said as a bash and trash to your build. If it get's the job done, then great, I can't or won't fault you, but there are a few changes that might it a little more efficient. You just have to play around with the sets. Oh yeah, and I don't use the fighting pool either, so you are not alone.

My goal was to hit the softcap for smashing, lethal, energy and negative with as few enemies hit with Energy Absorption as possible. With Weave toggled, I only need to hit 1, with it off I still need to hit 9, but that should be easy in most fights.
I don't know if the build is any good besides that, it looks really sloppy to me, but I don't have any experience with IO builds. And it's hard to find sets that give good energy/negative resist. Also, I don't have tons of inf (I could probably scrape together about 700 million if I needed to) so I don't want any thing super expensive, like purples.
Any thoughts?
