Scrapping run speed
I don't put runspeed as a high priority at all. But my favorite toon has swift, and quickness, and a build specifically designed with endurance management to allow me to play with ninja-run toggled on in most situations. So to answer your question, I don't shoot for a specific number, but I appreciate why it's desireable.

I like having Swift or an equivalent run speed boost, and I normally fight with Sprint on. That's about all I usually focus on.

I always, on every toon, do Hurdle on my way to Stamina. On a melee toon, especially a scrapper, I'll get CJ. As for trucking around outside combat, I always have Ninja Run, with Hurdle will get your jump over 50mph easy. And for more vertical stuff, I have the jump pack that came with some expansion. It's funny since you can jump, doing your NR jump, through the air. It only lasts 30 sec so I get a raptor pack asap.
Generally, I don't worry about speed. I turn sprint off to save end sometimes.
Speed is important in a blaster that solos, and I'm sure other things. Super speed is good for backing up or RLH.
I have no run speed target. For that matter, I have no jump speed target. But almost every character gets Hurdle + Combat Jumping.

I can't stand bunny hopping, so I go with swift instead of hurdle. I usually leave sprint on in combat as long as I have end to burn. If I don't, sprint is bound to G for easy on/off access.
I have no target speed. Just fast.

0. I jump almost exclusively, and run only when I can't jump (either because of webnade/caltrops or low ceiling).
As for jumpspeed, 1 level 50 IO in both Hurdle and CJ is enough for my needs.
I even jump with low ceilings. OK, maybe not in the tightest of cave tunnels when my cranium is already scraping the ceiling. But I just keep the camera low and use really quick taps to avoid camera-induced seizures. Boingboingboingboingboing. Granted, it took me a while to get used to bunny hopping. But I pretty much can't make a toon without it now. My E key swaps between Combat Jumping and Super Jump for seamless transitions in and out of combat. One jump speed in Hurdle, defense in Combat Jumping, and I'm mostly fast enough.
Sergei is a runner. Again, I had no target speed, but Swift + Sprint + Quickness + Ninja Run puts him over 60mph. It pretty much feels like a real travel power. I just wish I could toggle on/off Sprint and Ninja Run with a single key press. If I played him enough, I'd probably map them to keys next to each other, and get used to pressing both in quick sequence. I should do that.
I suppose if I WERE to have a target speed, I'd say that anything under 40mph is just too slow. But my movement speed gets zero slotting priority. It's just something I pick up as a side effect while working on other things.

When on a mission, I like to skulk around with Stealth before initiating combat. This leads me to take Swift as my first power from the Fitness pool in order to offset the movement penalty. Don't have a specific goal for run speed, however.

I'm bummed about the whole thing on my most recent Scrapper, who didn't get the Fitness pool at all. She feels slow.

I only NEED enough run speed to get from THIS lieutenant that I just dropped with Vengeful Slice, to THAT boss I can stab with Sweeping Strike and then grin at the big "ATTACK VITALS" on the screen.

Outside of the double XP weekend... I usually have walk toggled on
My ma/sr scrapper has as much run enhancements in it as possible. Love being able to run that fast without clicking anything!
