Is this your first PVP character?
My first scrapper pve/pvp wise but i have toons i pvp with just none build specificly for pvp why?... and Id rather have help then ppl just running there mouth and trying to make them selfs look good by tellin other ppl there build sucks

If you're adamant about playing the scrapper then make sure you take Phase Shift.
Willpower is not a good scrapper set in pvp 2.0 . It never was, although i played one in i12 and it was okish with SoW and other gimmicks.
If you are dead set do as xanatos says and get phase. Try to build so close you can to hp cap.

I have to tell ya now though, ppl telling you that your build sucks and also helping hopefully is just part of the deal here. It's like going to visit your mean grandmother; you know she's going to be a real b!tch, but will usually offer you poundcake & ice cream too.
