A Little Empathy For An Empath?
Damn, lots of responses. well i've played around with it and this is what i've come up with.
But there's something in the back of my head that REALLY wants to take absorb pain...and blackstar to combo with dark consumption. I dunno, Let me know what you folks think.

Small things I instantly saw.
If you're happy with rez's recharge rate (which you could put a recharge IO in), I'd suggest placing endurance redux instead of a range. 26 endurance is harsh.
I don't personally believe that you need a 4th slot in hover, you might find it best to have the slot placed somewhere else.
6 slotting tactics is usually a waste of slots that you can place in other things to get them moving a bit better.
I'd suggest a numina: Heal as a 4th slot, it adds a lot of heal by itself and offers a 12% regen also on top of it.
If you plan on taking a self rez (which is debatable), I'd suggest putting a recharge in it instead of a stun. Gets it up faster, just in case.
I'd suggest maneuvers over assault, gives you more defense thus more personal survivability. Oh, and if your allies are near they get a defense buff too.

That being said all I really ask for an Empath is that they use AB on SOMEONE (preferably me).
I misspoke above. I meant perma AB on one teammate. But with SB (and like I said, almost always seem to have a kin on the higher level PUGs), you can get recharge on AB way down combined with Hasten and IO set bonuses...somewhere around 60 seconds recharge....so I will often rotate AB between 2 teammates which isn't perma, but they each get AB for 3/4 of the time on the mission, which isn't bad at all.
