personally i would take Cloak of Fear much earlier, much.
and OG and CoF in the same build? its an either or thing for me.
i am sure some would disagree, but OG and CoF essentially result in the same result;
a lot less attacks directed at me.
Still waiting on tanks to get the brute Energy aura before I roll a energy melee tank myself. Not sure why tanks still haven't got it.

An Offensive Guide to Ice Melee
I would suggest Invul or FA. EM is all about quick powerful melee attacks, Rock Armor will hinder this later on (past 32), Ice is also a nice combination. I love taking out my icecream machine for some EM runs.
Invul/FA/IA , anything else would be a hassle.
