For some reason, some players don't understand that there have been graphical/game mechanic advances since Issue 1. There have been plenty over the years.
Ultra-mode will just be the newest advancement and they didn't have to make a NEW CoH in order to do it.
After seeing the Water Spout on villians and the toggle in the Cold set that looks like flowing water, i think they could come up with a water set. Would it be the best looking set out there? Maybe not, but it'd be water and a set that many would like to play.
Personally i'd rather have an Elec troller set with 3 little electric imps.

I would also venture to say that until the improvements were implemented to Paragon City a number of Issues back; CoH1 and CoH2 (CoV) were basically running in tandem on the Servers.
Again; true. That's what i was attempting to get across. There is no need for a CoH2 when the MMO is dynamically improving incrementally. Not being a Coder; I cannot say it with any authority, but my guess would be that the present Game Engine is not the same Engine it was at launch, just due to the improvements in the game already. Basically the same Engines; probably, but an improved version (just theorizing here).
Again; powers that werent possible (read: looked good enough for the Devs to approve) at Launch, will probably make it into the game In Time™ or Soon™ Enough.
