Yep, presumably the reasoning behind it is that the EATs are very story focused and starting in Preatoria means you miss out on that.

Yeah I attempted to watch those videos a while back, problem was I couldn't watch them. Well at least I know now lol.

So far there has been no indication of the Kheldians ever reaching Preatorian earth, much less surviving anywhere.

OK, don't know if it's been gone over in the multi paged Going Rogue threads but have the devs stated whether Praetoria will eventually have the abilty to stay in it for all 50 levels? It sounds like the struggle going on there makes some really intresting stories.

They have not said anything yet other than the fact that all starting Praetorians must leave to become a Hero or Villain at level 20.

It's generally assumed that there will be some 40 or 45-50 content in Praetoria as well for the new end-game content and system, but that's still just speculation right now.
