If your looking for a tough /inv or /wp I would say
Kat/Inv. Inv as good resis number and Kat as DA which will help out your Def number.
DM/Inv Dm helps out Inv by giving it a nice heal in SL.
Kat/Wp I like this better than Kat/Inv. with the +defense from Kat makes a /wp scrapper hard to kill.
DM/WP again DM gives you SL which make and /WP scrapper/brute that much harder to kill.
The DM one will be tougher on a Brute because of the more hit points that a brute has and the brute have a higher resis cap.

If you want a "Tough" Scrapper build.I may have a few that iv experimented with that acctually fit that bill.
The following Suggjestions are :
Claws/Invln
Elec/Elec
Claws/FA
Claws/Elec
Spines/Elec
Spines/FA
Spines/Invln
Spines/WP
Claws/WP
Broad/WP
MA/WP
All of these are Tough Scrappers.
I wouldnt suggjest these builds if they didnt have a toughness to them.

But I am going to agree with BrokenPrey and say that Kat/WP may just be a bit tougher oweing to less need to have alot of mobs in proximity for "defense". The "melee/lethal" boost from Divine Avalanche seems to fit really nicely with Willpower's existing defense toggles, and then you throw the awesome regen/recovery on top to make a very attractive "all-purpose" character.

Consider Dark Melee/Invulnerability. That combination holds the Scrapper record for most dev AVs solo'd at the same time no temps no inspirations. I can't remember the actual number, but something like 8 or 9. The idea is that you combine soft-capped defense with a rapid-fire self-heal that's in your attack chain with some hard core (for a Scrapper) smashing/lethal resistance. As long as your enemies are smashing/lethal, you can't die. Psionic is your weak spot, but you still have soft-capped defense and major healing.
