I'm about 90% sure that isn't a game bug. When you downscale resolutions on an LCD monitor things get ugly fast.
Ok, cool, better safe then sorry
Unlike CRT monitors LCD only really run well at on resolution.

Considering I just got a new compy with a flatpanel LCD monitor last week, I'll file this information away for when it happens to me, and I panic.

Biggest Troll on the forums? I'll give you a hint:

I just had this happen now. Looked familiar so I went looking on the forum and remembered this thread. Everything was fine as recently as last night, and I haven't changed anything with my graphics card or monitor in that period of time. Verifying my game files seems to have fixed the problem.

Retracting my previous post. Starting up the game again I am faced with the same problem. Restarting the game (this time without verifying) fixes it, but my framerate is suffering. Still haven't changed any graphical settings. What's going on here?

No answer for this? At this point it seems to be happening randomly when I start up the game (the problem is visible at the login screen and on all text thereafter). Is this a sign of impending graphics card failure or what?

1. You're starting to get low on space on your C: drive. Time to do some cleaning and defragging if you haven't done that recently.
2. Try windowed mode and see if the problem persists.

I've had this problem consistently since switching to Windows 7 x64. I updated to Catalyst 1.4 the other day and it got incredibly worse. Worse to the point that at the market, I can't see any of the numbers.
Anyone got a fix? Servers are down so I will post a screenie when I get one.
*Also happened on an old nVidia box with 7, it's not only happening to ATI*
I started seeing this a few times this week while doing door missions. I would save a hostage and turn to check for other enemies while the hostage would talk and the text would look like that until I turned my character around to a position that made the text readable again. So after that I tested it a few times by turning my character around to from who was talking and got it to happen a few times here and and there.
I've got a high end system and every things up to date plenty of memory(8 gigs which can be overkill) and am no stranger to tweaking graphics and the like. I usually run in 1440 x 900 resolution because just used to it I guess. I changed resolution up and down and could still get it to happen on both vista and win7 (64).
I didn't see a topic for this, but when I lowered my resolution from 1680 x 1050, to 1280 x 800 some of the text smears. Particularly "W"

Here is a screen shot of what I mean:
It's not a big deal for me, since I can go back up to 1680x1050 on my system, but I thought you guys should know.
Oh, and I'm running Win7 64x, on a 22' wide screen monitor if that helps.
