while a somewhat interesting idea, i have to say no to this.
It's a very interesting idea, and could be a lot of fun. With that said, it would be way too easy to abuse. The amount of work that would be needed to keep it from being overpowered would be huge. I would rather the Devs time be spent working on new content and not fixing one part over and over again.

How about letting the player create their own, like maybe one per hero. You can select the size of the IO and you can set the additional benefits, and the salvages would be randomly generated to match the IO set level. It would be a way to customize an IO set. Might be pretty difficult, but just a thought.
